TOE框架下全民健身信息服务平台效能提升的驱动因素与组态路径

——基于全国31个省级政府的fsQCA分析

Abstract:Theconstruction of national fitness information service platforms isa key measureto achieve the digitalization of national fitnessandan important manifestationof the governancephilosophyof co-governance,joint construction,and shared benefits.Basedon the Technology-Organization-Environment(TOE)theoretical framework andusing fuzzy-setqualitativecomparative analysis (fsQCA),this study takes 31 provincial governments in China as research samples tosystematicallyexplore the configurational pathsof the constructioneficiencyofnational fitness information service platforms.Thestudy finds that the construction eficiency of theseplatforms is synergistically driven by technological,organizational,and environmental factors,withno single-dimensionalfactor constitutinga necessary condition for high-efficiencypublic fitnessservice platforms—instead,combined effects arise from the concurrentactionof multiple factors.Through fsQCAconfigurational analysis,fourdiferentiatedpaths forplatform construction eficiencyare identified:policy-driven,technology-driven,government-led balanced,and comprehensive linkage,revealing thecharacteristic of "multiple equivalent paths"where diferent routes lead to the same outcome.The factors influencing platform effciency areranked by importance as follows:policy attention, digitaltechnologymanagementcapacity,digital technologydevelopment foundation,public sports demand,economic development level,and financial support.The research results indicate that provinces should select adaptive paths based on their resource endowments and enhance platform eficiency through the dynamic coupling of technology, organization,and environment:Policy-driven provinces need to strengthen institutional supplyand targetedresource agregation mechanisms;Technology-driven provinces promote technology empowermentand data marketization reformto forma"technology-data-ecology"feedback mechanism;Government-led balanced provinces establish a dynamic balance system integrating policy guidance,technological adaptation,and demand feedback;Comprehensive linkage provinces foster ecological synergy among technology, institutions and the environment.
