Abstract：Building a governance community for public sportsservices in urban communities is not onlyan inevitable requirement to meet the people's growing needs forabeter life，butalsoan inherent requirementfor building ahigher -level public service system for national fitness.Moreover，it isaninevitable choice to promote the modernization the sports governance system and governance capacity.By employing methods such as literature review and field investigation and based on clarifying theconcept the governance community public sportsservices in urban communities，this paper buildsananalytical framework "subject-action-interest"，and deeply explores the practical predicaments and practical paths constructing the governance community public sports services in urban communities.The research finds that the governance community public sports services in urban communities includes thesubject dimension"sharedresponsibilitybyall"，theaction dimension "fulfiled dutybyall"，and the benefit dimension "shared benefits for all".The construction agovernance community for public sports services inurban communities is confronted with therealisticpredicament the absence the main body community members，disorderlyactions and unbalanced interests.Based on this，a practical path is proposed：Based on theco-construction the main body，ensurethat the governance public sports services inurban communities is "everyone'sresponsibility"；Withco-governance through action asthecore，ensure that everyone fulfllstheir responsibilities in the governance public sportsservices inurban communities；With the guarantee shared benefits， ensure that the governance public sports services in urban communities is accessible to all.
