Abstract：Newquality productivity playsa key role in the strategic transformation of national sports consumption pilot cities，and itisof great significance to theconstructionof anew paradigmof integrateddevelopmentof industry and city.Thisstudy employs methods such as literature review and logical analysisto deeply analyze the logical implications，action mechanism，and practical paths of new quality productivityempowering the developmentof pilot cities，with theaimof providing theoretical supportandpractical referencefor expanding and improving sports consumption and promoting the high-qualitydevelopment of pilot cities.The study finds that new quality productivity systematically empowers the development of national sports consumption pilotcities through a four-dimensional collborative mechanism that optimizes the allcation of sports resources，leads the upgrading of sports consumption， promotes the transformation of urban functions，and facilitates the balance between supply and demand.The mechanism ofaction ismainlyreflected in driving transformationand upgrading with new technologies，cultivating competitive advantages with new industries，andconsolidating the foundation of development with new talents.To further establishanationalsports consumption pilot city with regional influence and fullunleashthe enabling ffctof new quality productivity，，the following practical paths are proposed：Adheretothe scientific methodologyof further comprehensively deepening reform and explore new paths for thereform and development of pilot cities；Promote a systematic paradigm fordigital technologytoempower innovativedevelopmentand buildanewmodel fordigital development in pilot cities；Create an integrated model for the coordinated development of the "culture，sports and tourism"industries，andcultivatenewformsof industrialdevelopmentinpilotcities；Improve thestrategicsystemfor multi-level talent cultivationand agregation，andopen up anew situation for talent development in pilotcities.
