Abstract： Zhanhua Winter Jujube is a characteristic forestry and fruit industry of Binzhou City，which has the largest development area， the greatest potential，and the most stable pillar industry for increasing farmers' income.In its development process，there are still problems such as low resistance to natural disasters，a low proportion of fine varieties，and low degree of organization. The problems existing in the development of Zhanhua Winter Jujube industry were analyzed and summarized， and high-quality development countermeasures were proposed， which focusing on scientific and technological innovation， brand creation， chain extension，and organizational guarantee， so as to achieve new breakthroughs in intelligent empowerment， fine product leadership， integrated development， and scientific overall planning.
