Discursive Evolutionand the Efficiency-Fairness Cycle in China's InternetPolicies （2001-2024）

Abstract：Thisstudy，situatedatthethirty-year milestoneofChina’s internetdevelopment，retrospectively analyzesthediscursive evolutionofChina’sintemet policies.Itaims to elucidate howthedynamic tensionand cyclical shifts between the dual values of efficiencyand fairnesshave shaped the developmentofthe philosophyof technology governanceand policy-making.Tothis end，thepapercollcts internetpolicies enactedfrom20o0 to2O24and employs discourseanalysisalongsidewordembeddinganalysis fortworoundsofqualitativedataanalysis，comprehensively examining discursiveshifts inpolicy texts and their underlying logic.Theresearch reveals that intheearlystages of internet technology development，policies primarily focused onmechanisms for enhancing economic efficiency.As internettechnologymaturedandbecamewidespread，thepolicyemphasisgraduallyshiftedtowardprioritizingsocial fairess，ensuringthatthebenefitsof technologicaladvancementcouldreachallmembersofsociety.Thisdiscursive evolution reflects policymakers’dynamic balancing and adjustmentbetween efficiency and fairness as core value orientations，providingempirical evidence forunderstanding thegovernancelogic behindChina’stechnologypolicies.
