沿海地区渔港安全管理的地域特点及策略体系

Abstract:Coastal fishing port safety management exhibits distinct regional characteristics,manifested in both natural and socio-cultural dimensions. At the natural environmental level, fishing ports are characterized by complex geographical conditions(numerous shoals and submerged),dynamic hydrometeorological patterns,and frequent extreme weather events. In terms of socio一cultural environment, they demonstrate high vessel traffic density with diverse vessel types,seasonally concentrated fishing activities,limited port space,and multifunctional infrastructure. This study explores the regional characteristics and strategic framework for coastal fishing port safety management, proposed a theoretical paradigm of "integration-resilience-intelgence一collaboration". It constructs a comprehensive safety management system encompassing four subsystems: risk prevention and control, safety assurance, emergency response,and supervision/evaluation. Furthermore,a multi一 stakeholder collaborative governance mechanism is established, featuring government leadership,interdepartmental coordination,and social participation.
