我国竞技体育政策治理改革（1990—2024年）的内容梳理、性质界定与路径探析

Abstract： High - quality development of competitive sports is an inevitable requirement for building a sports powerhouse. This study crawled China's competitive sports policies and regulations over the past three decades （1990 - 2O24）. By leveraging competitive sports governance theory and management incentive theory， it employed policy sentiment analysis to categorize competitive sportspolicies into incentive policies，punitive policies， and notification policies. Through an analysis of the evolutionary process of China's competitive sports policy governance，this paper divides it into four stages based on significant time points ：the transformation and incubation period（1990 -1992），the practical exploration period（1992 -2008），the deep reform period（2008-2019），and the period of deepening reform（2O19 -2O24）. The study reveals that the evolution logic of the nature of relevant policies introduced in each stage exhibits the following characteristics： using incentive policies as the main thread to drive the development model of competitive sports ； employing punitive policies as supporting measures to strengthen the standardized management of competitive sports； and utilizing notification policies as strategic guidance to lead the strategic deployment of competitive sports. Based on this，this paper proposes the following development paths： first，enhance the incentive efect of incentive policies and improve policy resilience； second， adhere to the regulatory means of punitive policies and advance sports governance by law； third， implement the guiding role of notification policies and clarify governance objectives； fourth，strengthen the synergistic effect of the coupling among various types of policies and improve the policy system.
