The Action Logic，Realistic Obstacles and Paths to Advancement of Data - Driven Sport Governance

Abstract：In the digital age，data - driven approaches are propelling sports governance from experience - based decision - making towards data - inteligence synergy. Employing literature review and logical analysis， this study delves into the operational logic，practical impediments，and advancement pathways of data - driven sports governance. Research findings reveal that data - driven sports governance： Transforms sports governance from a closed system to an open ecosystem through deep integration of big data platform resources; Drives innovation in sports media via technology；Enhances precision in sports service provision through algorithmic approaches; Boosts governance effectiveness by leveraging data. Consequently，it propels sports information from unidirectional dissemination to highly adaptive delivery， shifts governance from experience -led to data - driven approaches，and moves from imprecise to precise administration. The study identifies three primary practical impediments： The overreach of technological rationality creates practical obstacles through excessive reliance on data by governance actors. This necessitates deepening data insights to precisely identify public sporting needs； dismantling data silos to activate the governance efficacy of diverse stakeholders； cultivating scenario - based applications to enhance the service value of sports big data platforms； and reconfiguring primary responsibilities to uphold a capability -centric advancement pathway for sports governance.
