The Value Implications，Focus Directions，and Core Tasks of Empowering High - Quality Development of Ice and Snow Sports in Heilongjiang Province through New Productive Forces

Abstract：New quality productivity is the core engine driving the high -quality development of ice and snow sports in Heilongjiang Province.This study employs the methods of literature review and logical analysis to explore the value implications， focus directions，and core tasks of new quality productivity in empowering the high - quality development of ice and snow sports in Heilongjiang Province. Its value implications are reflected in four dimensions ： education innovation empowering the cultivation of ice and snow talents in the new era; technology promoting the continuous improvement of competitive ice and snow sports levels ; the extension of the ice and snow industry chain driving consumption upgrades ； and cultural soft power providing a hard support for the development of ice and snow sports. By coordinating education，technology，industry，and elements，it strengthens the quality of ice and snow education，resolves the contradiction between supply and demand of talents; accelerates the transformation of scientific and technological achievements， enhances innovation efficiency；stimulates the vitality of the ice and snow industry cluster，and strengthens the internal driving force for development；releases the potential of data elements，and helps improve the quality and effciency of ice and snow sports development. This provides a theoretical reference for resolving the development predicament of ice and snow sports in Heilongjiang Province and cultivating new development momentum.
