Abstract：The reform of the governance system of high -level sports teams in colleges and universities is the objective requirement of the development of competitive sports in the new era. At present， China’s high -level sports teams in colleges and universities are in the key stage of policy transformation and innovation of education mode. However， the poor coordination mechanism of multiple subjects and the insufficient efficiency of resource integration restrict their sustainable development. Based on the actor network theory，this paper reveals the interactive logic of heterogeneous actors in the governance process of high - level sports teams in colleges and universities from the meso perspective，puts forward the path of collaborative governance，and reveals the interactive mechanism of heterogeneous elements of‘people、things、systems’. The study found that ：in the process of its governance， it faces the triple tension of‘ goal、value、action’- heterogeneous actors （such as athletes，coaches， policy texts） lack of collaborative structure due to differences in goals ; the imbalance between short - term performance orientation and long - term education value in hierarchical echelon training ； the contradiction between learning and training leads to the separation of‘biological training’and‘social education’. In this regard，the research reconstructs the governance path through the thinking logic of translation ： integrating multi - objectives with‘policy regulation’as the compulsory passage point， coordinating the resource conflicts of the sports and education departments with the help of the benefit sharing mechanism，relying on intelligent technology to enable the balance of learning and training， and optimizing the network resilience through the dynamic recruitment - objection mechanism. Effectively adjust the relationship between the actors，and pave the way for the practice of collaborative governance of high -level sports teams in colleges and universities， in order to meet the rigid needs of the construction and governance theory and practice of high -level sports teams in colleges and universities.
