Collaborative Emergency Command Mechanism for Beijing-Tianjin-Hebei Region under the Framework of Great Security and Emergency Response： Problems and Approaches

Abstract： Against the backdrop of promoting the construction of a comprehensive security and emergency response framework，the improvement of the coordinated emergency command mechanism in the Beijing-Tianjin-Hebei region is of great significance for enhancing regional security governance capabilities. Currently，the construction of the Beijing-Tianjin-Hebei region coordinated emergency command mechanism has achieved certain achievements in breaking down regional barriers and enhancing collaborative eficiency. However， there are still shortcomings in the operation of the mechanism，inadequate alignment between the demand for cross-regional systematic coordination and administrative barriers；the need to enhance the alignment between complex scenarios involving multidimensional risk coupling and the existing command capacity；and the requirement to strengthen the connection between technological empowerment in emergency practices and the existing standard system. To this end，it is necessary to break through from three aspects： institutional design， technical standards，and capacity building，by establishing a physical joint command center， improving collaborative regulations and assessment systems，and breaking down administrative barriers； It is recommended to standardize data and technical specifications，build an intelligent decision-making platform，and strengthen technological empowerment；By integrating professional rescue forces， cultivating community-level emergency capabilities， and encouraging public participation，it will comprehensively enhance collaborative combat effectiveness， and promote the transformation of the emergency command mechanism in the Beijing-Tianjin-Hebei region from fragmented response to coordinated governance across the entire region.
