基于文本分析的京津冀生物医药产业政策协同研究

Abstract：The biomedical industry is an important engine for promoting the integration and cluster development of strategic emerging industries.The biomedical industry policies on Beijing-Tianjin-Hebei

region from 2010 to 2023 were collected and sorted out，and 264 effective policy samples were finally determined. The characteristics of policy texts were analyzed from three perspectives： annual number， publishing area and text type. A comparative study of various regions was conducted from the perspective of policy tool selection，and a policy synergy measurement model was constructed to study and analyze the policy synergy in various regions. The results show that firstly， there are significant differences in the intensity and attention of biomedical industry policies in Beijing-Tianjin-Hebei region； Secondly， the use of biomedical industry policy tools does not match the actual needs of the industry. Environmental and supply-based policy tools account for a relatively high proportion，while the use of demand-based policy tools is relatively insufficient；Finally，the synergy degree of the main body of the biomedical industry policy is low，the synergy between departments needs to be strengthened，and the proportion of joint publications is low，resulting in unclear policy division of labor to promote the development of the biomedical industry，and the synergy between policy measures needs to be improved. In view of the research results，，it is suggested that the coordinated development of Beijing-Tianjin-Hebei biomedical industry can be promoted by constructing policy synergy mechanism， balancing policy tool structure and strengthening crossprovincial department cooperation.
