Abstract

Taking the conservation process of Italy's historiccenter asaclue，this paper comprehensively reviews the pioneering practices of Gustavo Giovannoni and AACAR in urban conservation，and Giovannoni's concept of respecting the environment and protecting“architettura minore”extends monument protection from individual buildings to urban areas.The Gubbio Charter and ANCSA continue to playacontinuous role in shaping urban conservation legislation andmechanisms.At thesame time，the IntermationalFederation for Housingand Planning （IFHP）andthe International Council on Monuments and Sites （ICOMOS）have also made initial efforts in the global conservation movement.In China，urbanconservationis notonlyacultural need，butalsothe foundationforthe prosperityanddevelopmentof national culture，and it needs more sound institutional mechanisms to ensure that it is moreactively practiced and explored to promote comprehensive progress.
