Abstract:Toevaluatetheenvironmentalefectsofprovincialgoveroresposibilitysystemforfodsecurity(GRSFS),thissudyused paneldatafrom31provincesacrossChinaandemployedthediference-in-diffrencesmetodtoempiicallyexaminethepactof PGRSFSnagriculturalcarbonemissions.Thefindingswereasfolows:frst,theimplementationofPGRSFShelpedreduceagicultural carbonemisions.Compared withnongrainmainproducingareas,thispolicycouldmaketheintensityanddensityofagriculturalcarbon emisionsingrainmainproducingareasdecreasebyanaverageofO.O37andO.O6Ounits,respectivelySecond,mechanismalsis showedthatPGRSFSreducdcarbonemssonsthoughtreechanels:theadjustmentefectofplantigsructure,thscaleefectof gan production,dudofiscaluprtrle.tergitalscaedatbdctt of PGRSFS wasorepronouncedineastenegions,reaswithfewercultivatedlandendowments,andregionswithhigherurbanization levels.FourthfualysisvealedatGRFSigiiantlyproedrbissfciecyasedositissao stritlyimplementteassessmentsysteforefdsecurityesponsibiltysystemgudetetransfoationofplantingstructures promotelargescalegrainproduction,andincreasefiscalinvestmentinagrculture,sastoachievecarbonemisionreductionwile
