Abstract：Toevaluatetheenvironmentalefectsofprovincialgoveroresposibilitysystemforfodsecurity（GRSFS），thissudyused paneldatafrom31provincesacrossChinaandemployedthediference-in-diffrencesmetodtoempiicallyexaminethepactof PGRSFSnagriculturalcarbonemissions.Thefindingswereasfolows：frst，theimplementationofPGRSFShelpedreduceagicultural carbonemisions.Compared withnongrainmainproducingareas，thispolicycouldmaketheintensityanddensityofagriculturalcarbon emisionsingrainmainproducingareasdecreasebyanaverageofO.O37andO.O6Ounits，respectivelySecond，mechanismalsis showedthatPGRSFSreducdcarbonemssonsthoughtreechanels：theadjustmentefectofplantigsructure，thscaleefectof gan production，dudofiscaluprtrle.tergitalscaedatbdctt of PGRSFS wasorepronouncedineastenegions，reaswithfewercultivatedlandendowments，andregionswithhigherurbanization levels.FourthfualysisvealedatGRFSigiiantlyproedrbissfciecyasedositissao stritlyimplementteassessmentsysteforefdsecurityesponsibiltysystemgudetetransfoationofplantingstructures promotelargescalegrainproduction，andincreasefiscalinvestmentinagrculture，sastoachievecarbonemisionreductionwile
