分类发展背景下高水平应用型大学战略规划研究

—— 基于6所高水平应用型大学“十四五”规划文本的分析

Abstract： Guiding thecategorized development of universities is an important component of building a highqualityeducation system.The“14th Five-Year Plan”for Beijing municipal high-level application-oriented university is the first five-year plan after the implementation of the“Classification Development Plan for Beijing Municipal Public Undergraduate Universities”，which comprehensively presents the strategic planning and layout of each university during the“14th Five-Year Plan”period.This study takes the“14th Five-Year Plan”texts of 6 Beijing municipal high-level application-oriented universities as the research objectsand conducts an in-depth studyonthestrategic planning of high-level application-orienteduniversities from five dimensions：strategic environment，strategic goals，strategic choices，strategic tasks，and strategic implementation.Moreover，it provides insights for the strategic planningof high-level application-orienteduniversities from the above five aspects.
