Abstract：In thenew era，thecultivation and quality improvementof forestry germplasm resources face significant demands. China’s“Forestry Germplasm Resources Cultivation and Quality Improvement”in the“ 14u Five-Year” NationalKey R&DProgram closely alignswith major strategic needs suchasecological security，timber security， ruralrevitalizationand"carbonneutrality".Itaims to break through critical scientific isuesand technological botlenecks that constrainthe high-qualitydevelopmentofforestry，thereby supporting green developmentand the construction of a Beautiful China.This paper systematicly analyzed the basic elements of the“ 14th Five-Year” National Key R&D Programof China’s“Forestry Germplasm Resources Cultivation and Quality Improvement”， including the implementation background，projectestablishment，funding alocation，participationofresearch institutions and personnel etc.The paper summarized the approval mechanism and its effctiveness and proposed suggestions and reflections on task placementandproject approval mechanisms for forestry technologydevelopment inthe coming period，aiming toadvance the deep integrationof technologicaland industrial innovationand provide insights and references for achieving high-quality development of modern forestry.
