Abstract：The new public reading space connects to knowledge dissemination，community governance and citizen life，which can help to improve the effectivenessof public cultural services.Basedon the collaborative governance model，this paper discusses its guiding role in the construction of new public reading spaces.Based on this，it designs a plan for the construction of new public reading spaces from the perspective of the collborative governance model，and proposes strategies for the construction of new public reading spaces.Strategies are to full utilize the comparative advantages of social entities and lay the foundation for space construction;scientifically guide the collaborative behavior of multiple subjects and cultivate the development momentum of space construction;design a clear institutional framework for assigning rightsandresponsibilities，and improve the institutional environment for space construction;create a closed-loop coperationpattern of symbiosis and win-win，and improve thecollaborative mechanism of space construction.
