Abstract：The vigorous development of Generative AI technology provides a technological driving force for the innovative development of smart library services.Itsprocesing capabilities in naturallanguage processing，multi-modal data fusion and content generation methods can create anew service ecology for smart libraries，but the application of Generative AI technology also has certain risks.From a macro perspective，this paper uses PEST-SWOT analysis mathod to sort out the environmental impact factors of the construction of smart library enabled by Generative AI technology，and analyzes the advantages，disadvantages，opportunities and threats of thecurent development of smart library based on four environmental factors of politics，economy，societyand technology.This paper puts forwardthe strategiesof smart ibrary service optimization underthe Generative AIenvironment，which provides theoretical basis and practical path reference for smart library services empowered by Generative AI environment，in orderto promote the high-quality development of smart library services.
