湖北省公共机构能耗定额系列标准解读

摘 要：为推进公共机构节能减排工作的实施，湖北省机关事务管理局制定了《湖北省公共机构能耗定额》系列标准。本文从标准出台的意义、标准的主要内容、指标制定的依据和标准的应用这些方面对标准进行了解读，旨在进一步宣贯此项标准。

Interpretation of the Series of Standards for Energy Consumption Quota of Public Institutions in Hubei Province

Abstract： In order to promote the implementation of energy conservation and emission reduction in public institutions， the Hubei Provincial Government Offi ces Administration has formulated a series of standards for energy consumption quota of public institutions in Hubei province. This paper interprets the standards in the following aspects， including the signifi cance of the standard， the main content of the standard， the basis of the index formulation and the application of the standard， which aims to further implement the standard.

1 引 言

为有效推进公共机构节能工作，强化节能监督考核量化依据，完善公共机构节能客观评价标准，提高公共机构精细化管理水平，充分发挥公共机构在全社会的节能表率作用，国管局制定了《公共机构能耗定额标准编制和应用指南（试行）》[1]，指导各地区公共机构能耗定额标准编制工作，并要求各地区深入调查分析本地区公共机构能源资源消费特点，结合实际统筹推动本地区公共机构能耗定额标准编制和应用。（剩余3693字）
