Abstract：Inviewof thecurrnt problemsofthePeople'sArmedPolice（PAP）inhandlingsocial securityemergencies， suchasthesituationpredictionisnottimely，theintellgencedataprocessing isslow，andthecommandlink isnotsth， thenecessityofbuildinganemergencyresponseplatformforthearmedpoliceforceinhandlingsocialsecurityemergencies is putforward.Basedonbigdataandcloud computing technology，the paper proposes thedesignconceptofthe emergencyresponse platformfor handling social securityincidentswith foursystemsof integrated intellgence dataanalysis，emergency warning，emergencysimulationandemergencyplanfromthefivelevelsofiotperceptionlayer，infrastructurelayer，digital twinplatform，applicationlayeranddisplaylayer，and preliminativelydesigns thefunctional modulesofeach system.Thus， theeficientintegrationandanalysisofdatawillprovidetechnicalsupportforensuringthatthePAPcanhandleallkindsof sudden social security incidents more efficiently and accurately.
