数据流通机制的探索

摘要：该文基于实践探索，详细分析数据流通的标的物、特性和类型，发现数据未与场景高度关联，脱离场景去谈数据流通。针对这些问题，提出从夯实数据流通基础、构建数据供应链体系、完善利用联结机制、强化过程监管四方面，构建安全、高效的数据流通机制，畅通数据资源大循环，推动数字经济高质量发展。

Exploration of Data Circulation Mechanism

Abstract： This article is based on practical exploration. It analyzes in detail the subject matter， characteristics， and types of data flow， and finds that the data is not highly correlated with the scene， and studies data flow separately from the scene. In response to these issues， it is proposed to build a safe and efficient data circulation mechanism from four aspects： consolidating the foundation of data circulation， constructing a data supply chain system， improving the utilization and connection mechanism， and strengthening process supervision， to smooth the data resource cycle and promote the high-quality development of the digital economy.
