“互联网+”背景下海关检验检疫证单电子化的应用研究

摘要：文章分析了海关检验检疫证单业务现状，提出基于海关“互联网+”平台，利用自动审单、电子签章等技术，研究设计了海关检验检疫证单电子化系统。该系统部分功能已在上海海关成功应用，有效提高了上海海关检验检疫证单签发工作的规范性，为企业领取证单提供一种更为高效便捷方式，进一步优化了上海口岸的营商环境。

Research on the Application of Electronic Customs Inspection and Quarantine Certificate under the Background of "Internet +"

Abstract： This paper analyzes the current situation of customs inspection and quarantine certificate business， and proposes that based on the "Internet +" platform of customs， the electronic system of customs inspection and quarantine certificate is researched and designed by using automatic document review， electronic signature and other technologies. Some functions of the system have been successfully applied in Shanghai Customs， effectively improving the standardization of the issuance of inspection and quarantine certificates of Shanghai Customs， providing a more efficient and convenient way for enterprises to obtain certificates， and further optimizing the business environment of Shanghai Port.
