AbstractThis paper investigates six township-level cultural stations andtwenty-six rural libraries within District GofL City，Jiangsu Province，using field visits，interviews，andquestionnaires togather data.Applyinggrounded theoryto analyzeinterview transcripts，thepaper identifies keypracticalelements influencing the high-qualitydevelopmentofrural librariesacrossistitutional，managerialechnolgicalndoperationalimensios.Itfurtheroutlinesthealenges within each dimension.Based on these findings，the paper proposes the strategies as folows： advancing reforms by clarifying responsibilitiesanddelegating authorityto fostercoordination;strengtheningprofesional developmentto cultivate growth drivers；enhancing digital capabilities to enable demand-driven serviceprovision;and improving coconstruction mechanisms to mobilizebroader socialresources.These strategies aim to support the direct and ffective delivery of high-quality cultural resources to grassrootscommunitiesandcontribute torural revitalization through the innovative development of rural libraries.
