Exploring Innovative Paths for Staggered Time Services in Public Libraries： Taking the "YEAH GUl REN” Citizen Night School Service of Jinan Library as an Example

Abstract Implementing staggered timeservices isaneffectivewayforlibrariestomeettheculturalneedsofthepublic during their leisure time and enhance resource utilization.The“YEAH GUI REN”Citizen Night School at Jinan Library has achieved remarkable success through thereasonable arrangementof teaching time，the decentralization of teaching points，precise ofering of diverse courses，adoption of a public welfare fee model，and activepursuit of social cooperation.Ithas becomeatypical example of staggered time services in public libraries.Thispaper analyzes the practices ofthis project andoferssuggestions for public libraries in four keyareas： providing diferentiated services with flexible schedules，overcomingspatial limitations toextendthereachofstaggered timeservices，exploring inclusive staggered time services to meet readers’high-qualitycultural needs，andcultivating a brand for staggered time services while involving social forces.
