Energy Transition and Coordinated Governance of Pollution Reduction and Carbon Reduction: A Quasi-Natural Experiment Based on the New Energy Demonstration City Policy

Abstract:Thearticleuses thepolicyofnewenergydemonstrationcitiesasanatural experiment,adoptsaDIDmodeland panel data from259 prefecture levelandabove cities in China from2008 to202 toempiricalltestthepollution reductionand carbon reduction effects of energy transition policies.Research has found that the policyof new energy demonstration citiespromotescollaborative governanceof pollution reduction and carbon reduction,and thepollution reductionand carbon reduction efects of the policy gradually increase over time.Mechanismanalysis shows thatthe policyof new energy demonstration cities promotes collaorative governanceof polltion reduction and carbon reduction throughlimiting energyconsumption intensity,"removing"capital misalocation,andgreen technologyinnovationand transformation.Heterogeneityanalysis has found thatthegreaterthepreferenceforcleanproductionand technological support inurbandevelopment,the moreconducive itis to stimulating thepollutionreductionandcarbon reductioneffects ofnewenergy demonstration citypolicies.Thegovernment should further optimize the combination of energy transformationpolicies to provide guarantees forthe sustained promotion of ecological civilization construction.
