The Impact of the Pilot Policy of Returning Home for Entrepreneurship on County-Level Grain Production： Empirical Analysis Based on Panel Data of County-Level Grain Producing Areas

Abstract：Based onpanel datafrom1204 counties in major grain producing areasfrom2010 to2O23，this article empirically teststheimpactand mechanismof thepilotpolicyofreturninghomeforentrepreneurshiponcounty-level grainproduction.Research has found thatthe pilotpolicyof returning home for entrepreneurship hassignificantly promoted county-level grain production，andthe promotionefectis morepronounced ineasterncounties，nonimpoverishedcounties，andcountieswithflatterrain; mechanismanalysisshows thatpilotpoliciespromotecounty-levelgrainproductionby cultivating newagricultural management entitiesand improving agricultural mechanizationlevels;moderating efectindicatesthat thelevelof county-level financialagglomerationplaysapositive moderatingroleintheprocess ofthepilot policy of returning home for entrepreneurship afecting grain production.Based on this，we should continue to encourage high-qualityworkers toreturnhomeand startbusinesss，providesupportforthem toleadnewagricultural management entitiesndenhance theapplicationofagricultural mechanization，optimizethefinancialecology toempowerfood production efficiency，and implement targeted policies for different regions.
