HowDoes Data Element Openness Enhance Environmental Governance Effectiveness？ Evidence from GovernmentData Platforms

Abstract：Asafundamentalresource productivityelementsupporting greendevelopment，evaluating theimpacdata onenvironmental govermanceisa prerequisiteforscientificdecision-making.Thisarticle is basedonpanel data from 300 cities acrossthecountry from 2003 to 2023， usesa multi periodDIDmodel toempirically testthe impact data element openness on environmental governance.Research has shown that data element openness can significantly reduce polutantemisions，thisconclusionstillholdstrueafterasriesrobustness tests.Mechanismanalysissowsthatthis impactis mainlyachieved through mechanisms suchasimproving the level urban technological inovation，optimizing regionalresourceallocation，enhancinggovernmentenvironmental regulations， increasingpublicatention. Heterogeneity studies have found thatthegovernance efectdata element openness onenvironmentalpollution is more pronounced inareas with larger urbanscales well-developed network infrastructure.Theresearch conclusion provides policyreferences forpromoting the integration developmentdata elementopenness environmental governance.
