——基于上海市商务楼宇更新提升行动的思考

AbstractRising Vacancyrates inoficebuildings have becomeashared chalengeamong globalmetropolises.Grounded inthe "competitivene-rsiliene"teoreticalframework,atree-tierplaningstrategyndinsittionalesponsemehaismare proposedforofcebuildingrenewal,followedbyacritical examinationofShanghai'sofice marketdynamicsand itsenewal initiativesfrom2024.Shanghai'soffcemarketcurrentlydemonstratesstructuralimbalancs,manifestinginthreekeyaspects: (1) inadequateproportionoflass-Aoffceinventory(2)relativelyhighvacancyratesinlower-gradepropertiesnd (3) limited globalcompetitivenessincorebusinessdistricts.Toadressthedualimperativesofenhancing globalcompetitiveness and economicresilience whilescaling uppilotproject experiences,fourstrategic improvements areessential: implementinga gradedrenewalpproach("premium-corspcialed"),stitutionaliinglong-teaccontabilityforplaingproesoals, establishing linkage mechanismsbetweenoficebuilding classfcation stadardsandland-useplanning policies,andadopting adaptive spatial governance in detailed planning.The Shanghai case reveals that efectiveofice building renewal equires carefulcalibrationbetweenigndfunctinalagglomerationandspatialfexibilitywithnstitutionalefinemntacheved through iterative governance and incremental policy adaptation.
