The Planning Formulation and Policy Integration in Urban Regeneration： Interpretation of Guidelines for Planning and Land Policies Supporting Urban Regeneration （2023 Edition）

Abstract Since the2Oth National Congressof theCPC，thecentral government has issed multiple policydocumentsonurban renewaland proposed to"establishasustainableurbanregeneration modeland policies andregulations，"which has guiding significance for the transformation of urban development methods inthe new era.National teritory spatial planning， urbanrenewalsector planning，and planning and land policies serve as the foundationand support forconstructingurban regeneration models and mechanisms and promoting high-qualityurban development.This article interprets the main contentsoftheGuidelines forPlanningandLandPolicies Supporting UrbanRegeneration（2O23Edition）distributed by the MinistryofNatural Resources in2O23.Basedontheunderstanding and insights gained during theprocessofcompiling this policy document，this paper delves intotherelationshipbetweennationalteritoryspatialplanningandurbanregeneration， andhownational teritoryspatial planning formulationand planningandlandpoliciescanbeadaptedtothecharacteristics ofurbanregeneration.Thebjectiveis tocomprehendthebackground，coreideas，specificrequirements，anddirectionof planning work， and to apply it to the planning and policy innovation related to urban regeneration.
