政府人才政策对城市绿色创新水平的影响

Abstract: Based on the panel data of prefecture-level cities in China from 2OlO to 2022,the impact of government issued talent policy on the level of green innovation and its mechanism were analyzed by using the fixed effect model and the difference-in-difference method. According to the research,green innovation levels are found to be significantly improved by government talent policies. The mechanism analysis reveals that the talent policy can enhance the level of green innovation by attracting the inflow of innovative talents and strengthening the government's investment in scientific research. The heterogeneity analysis concludes that,under the influence of the policy objectives,market dynamics, and resource endowment,the effect of the government's talent policy on green innovation isstronger in large cities and key cities for environmental protection.
