Abstract: Aiming to optimize the recycling and remanufacturing processes within the closed-loop power battery supply chain (CLSC),the equilibrium decisions for the CLSC network under government intervention and the application of green remanufacturing technologies was investigated. The impacts of government-enforced minimum recycling rate requirements,incentive-penalty policies, and green remanufacturing technology upgrades on production volumes, transaction volumes, recycling quantities, supply chain member profits, and environmental outcomes were explored. The research results show that while government-enforced minimum recycling rates effectively increase end-of-life battery recycling volumes, excessively high requirements reduce manufacturer profits. Implementing differentiated incentive-penalty policies and advancing green remanufacturing technologies significantly enhance remanufacturer profits, total supply chain profits, and reduce total carbon emissions. Therefore, the synergistic optimization of government intervention and green remanufacturing technology levels can effectively improve total supply chain profitability and achieve substantial environmental benefits.
