Abstract：Citizensejoyenvironmentalrightsndshouldalsofufillenvironmentalobligations.The“strong”performanceofhegovernmentinruralecologicalgovernancehasldtorelativelysubjectconsciousnessofthemassesinitBasedontis，withfereceto AHPandMOAtheory，thewilingnessandbhaviorofthemassstoparticipateinologetakenasesearchbect，andtheitude tendencyandbehaviorperformanceofthemassesinruralcologicalgoveranceareexploredthroughtheconstructionofMOAecological model，mingtovegtatiodposgsgestoulsattelessiate values，policygdance，ehaviorabilityndselfficacyhaveapositiveimpactontheehaviorperformanceoftemasses，andthe knowledgelevelhasapartallypositiveimpact，whileinterestpreferenceandsituationalenvironmenthavenosignificantmpact.
