双重目标约束对中国西部地区减污降碳协同管理绩效的影响

Abstract：Tostudythe impactand mechanismof dual-target constraintsonthe synergistic management performanceof pollution reduction and carbon emision reduction，an evaluation index system for the synergistic management performance of polution reductionand carbon emission reduction was constructed based on the panel dataof 11 provinces （autonomous regionsand municipalities）in westernChina from2011 to2O21.Atwo-wayfixed efects model was usedtotest the impact of dual-targetconstraints on the synergistic management performanceof polution reductionandcarbonemissionreduction，andamediating efect model wasadoptedto verifythemediating mechanismsof energy structure，industrial structure，and transportation structure.The resultsshow that during theresearch period，thesynergistic management performance of polltion reduction and carbon emisson reduction in western China presents an obvious upward trend but with a slowgrowth rate.Theenvironmentalconstraint terget hasa promoting effectonthe synergistic management performanceof polutionreduction andcarbonemission reduction，while theeconomic growth target hasan inhibiting efect，and this inhibiting efecthasregionalheterogeneity.Thedual-targetconstraintshaveapromoting efectonthesyergisticmanagement performance of pollution reduction and carbon emision reduction.The environmental constraint targetcan indirectly improvethe synergistic management performance of pollution reduction and carbon emision reduction through energy structure，industrial structure，andtransportation structure，whilethe economicgrowth target hastheopposite ffect.
