Abstract: The 15th National Games, jointly hosted for the first time across Guangdong,Hong Kong, and Macao, presents unique challenges for cross-border data flow governance under the framework of "one country, two systems,and three jurisdictions." Through policy text analysis, literature review,and empirical case studies,this research constructs a three-dimensional governance model encompassing "Sovereignty Layering-Technological Empowerment-rule Coordination." The findings indicate thata four-tier data classification system (Core Data,General Data,Derived Data, Public Data), based on data sensitivity and sovereignty relevance, enables differentiated governance. A three-tiered governance gradient comprising Central oversight, Regional Collaboration, and Market-Driven value Conversion effectively balances data security and flow efficiency. Furthermore, technologies such as blockchain, federated learning,and secure computation facilitate secure data circulation under the principle of "usable but invisible data." This research provides a systematic solution for sports data governance within the Guangdong-Hong Kong-Macao Greater Bay Area and offers an innovative paradigm for global cross-jurisdictional data governance practices.
