大型体育赛事赋能粤港澳体育湾区建设研究
——以第十五届全运会为例

Abstract： Hosting major sporting events has become a significant force in driving regional economic and social development as well as cultural exchange. The Guangdong-Hong KongMacao Greater Bay Area's hosting of the 15th National Games will facilitate the coordinated development of regional sports initiatives and accelerate the construction of the Sports Bay
Area. This study employs literature review and field research to explore the intrinsic value and obstacles of the 15th National Games in empowering the development of the Guangdong-Hong Kong-Macao Sports Bay Area， while identifying optimization pathways. The study concludes that the 15th National Games demonstrates unique value in： - Promoting the renovation of sports venues to empower the development of a smart sports bay area; - Catalyzing urban development planning to empower the development of a modern sports bay area; - Boosting industrial synergy to empower the development of an industrial sports bay area; - Deepening regional cooperation and exchanges to empower the development of a cultural sports bay area. However， obstacles persist in this empowerment process， including： insuffcient influence of major sporting events and underdeveloped sports markets; significant institutional differences between Hong Kong/Macao and the mainland， leading to regional development imbalances; inadequate sports-related laws and regulations creating barriers to event participation; and insufficient coordination in sports cultural exchanges， requiring further advancement of deep integration. Looking ahead， the Greater Bay Area must draw on the experiences of the world’s three major bay areas to fully develop the “Three Regions， Three Centers” framework. It should leverage regional connectivity advantages to advance "hard connectivity” in sports infrastructure; break down barriers and unify standards to implement “soft integration” of sports regulations; and deepen exchanges aligned with contemporary trends to foster“heartfelt integration”of sports culture.
