Research on the Mechanism and Path of the National Games Empowering Urban Development from the Perspective ofHolistic Governance

Abstract： Against the dual backdrop of deepening national strategies and regional governance transformation， the National Games have gradually evolved into an institutional carrier and practical platform for promoting urban modernization and high-quality development. Anchored in the theoretical perspective of holistic governance， this study employs literature analysis and logical induction to systematically examine the governance logic， operational mechanisms， and institutionalized pathways through which the National Games empower urban development. The findings reveal that large-scale sporting events contribute to urban development through governance logic centered on policy coordination， organizational logic underpinned by institutional integration，and practical logic characterized bycross-level，cross-sectoral，and cross-regional collaboration. At the operational level， the National Games have progressively established a holistic governance system driven by institutional embedding，resource integration，and process closure. At the pathway level， three institutionalized trajectories are identified—enhancing governance effectiveness，upgrading urban functions， and expanding social value—demonstrating the National Games' transformation from a temporary mobilization event into an institutionalized governance platform. The study concludes that holistic governance not only enriches the theoretical explanatory power of large-scale sporting event research but also provides practical references and academic support for the institutional design and governance optimization of future National Games.
