Abstract： To promote the integration of Hong Kong and Macao into the national development framework and to build a world-class bay area， this study explores the holistic governance of the 2025 National Games in the Guangdong-Hong Kong-Macao Greater Bay Area. Using literature review and logical analysis methods， it examines the current situation and value orientation of holistic governance in the Games and proposes practical governance pathways. The study identifies four major value orientations： transforming economic vitality into economic growth， advancing coordinated development and urban agglomeration， enhancing cultural exchange and cultural industry development， and empowering regional innovation through technology. Accordingly， it suggests governance pathways that leverage sports to stimulate economic vitality， promote synergy to build a world-class city cluster， empower culture to co-create the“Humanistic Bay Area” event brand，and integrate technology to foster innovation and construct a Smart Sports Bay Area.
