Abstract：To adressuncertaintiesandmulti-factor influences incombatcapability evaluationof ArmedPolice SpecialOperations Units，thisstudyestablishesanassssmentindexsystembasedonoperational elements.Byapplyingagame-theoreticcombined weightingmethodtodetermine indicator weights and integratinggrey-fuzymodeling，weachieveefective fusion ofqualitativeandquantitativeanalysis.Theproposedapproachsignificantlyimprovestheaccuracyandreliabilityof evaluation outcomes，providing a scientific foundation for enhancing combat effectiveness development.
