从水利设施到文化景观
——江户东京水系统的遗产化过程与地方治理演进

Abstract: This paper takes the Edo-Tokyo Water System as a case study to explore its heritagization process from a modern hydraulic infrastructure to cultural landscape, focusing on the role of local knowledge systems and community governance in the maintenance and reproduction of the water system. Through study of historical documents, archaeological data and policy texts, the paper traces the water system’ s community self-governance practices in the Edo period, state-led technical interventions from the Meiji to the Showa eras,and the post-war local cultural regeneration process involving multiple stakeholders.The study shows that the“heritagization”of the water system is not a linear evolution,but emerges gradually from the tensions of technological transformation, spatial restructuring and governance transition. Notably,at the local level, the communities’daily maintenance of water bodies,cultural memory and ecological practices constitute the core mechanism for its status as a living heritage. This paper emphasizes the importance of afirming the subjectivity of local knowledge in heritage identification and conservation,which can help to avoid the pitfalls of simply superimposing modern technical governance logic on historical water systems. In contrast to existing studies that mostly focus on technical history or spatial morphological analysis, this paper attempts to examine the water system from a heritage perspective,reveal its social construction process as a cultural landscape,and point out its marginality and potential in contemporary Japanese urban heritage policies.
