——WHV2025“羽翼之下”行动营的社区赋能与共治实践

Abstract: Under the agendas of sustainable development and social inclusion, community participation has become a core issue in the conservation and management of World Heritage properties. However, the expert-led, policy-driven paradigm still dominates many heritage sites, resulting in insufficient community agency and superficial participation. Using the WHV 2O25 “Amidst the Feathers” Action Camp under the framework of world heritage volunteers(WHV)as research subject,this paper proposes and demonstrates a new model of heritage conservation featuring community empowerment and multi-actor collaboration. This model adopts a three-stage empowerment pathwaycognitive construction, capacity building,and platform sharing-and a driving mechanism of issue integration and network synergy,motivating the transformation of local communities from passive objects into proactive subjects of co-governance.Conducted in the cultural heritage properties and their buffer zones of the Three Hills and Five Gardens in Beijing, the study systematically analyzes the project’s institutional arrangements, operational mechanisms,and the logic of knowledge production. It reveals how bird conservation can act as a dual medium connecting ecology and culture, converting scientific monitoring into heritage narrative resources,and fostering sustained positive incentives within a multilevel governance network.The conclusions indicate that this model can reshape the relational bonds between communities and heritage sites,raise public awareness on heritage and elevate operational capacity,improve the performance of collaborative governance,and possess replicable and scalable potential across different heritage types.
