The Coordinating Role Tourism in Balancing Diverse Stakeholder Needs at Sites

A Case the Blaenavon Industrial Lscape

Abstract： Addressing the conflicts among stakeholders in the utilization heritage for tourism， which impede the development a collaborative heritage tourism model， this paper takes the Blaenavon Industrial Lscape in the United Kingdom as a case study to explore the tensions between various stakeholders in the process heritage conservation utilization， as well as the coordinating role tourism in this regard. From the perspective Laurajane Smith’ s authorized heritage discourse（AHD） theory， it is pointed out that the inherent conflict between heritage protection the development the Blaenavon site stems from the contradiction between the national government experts’ pursuit shaping safeguarding the Outsting Universal Value （OUV）， the practical dems local communities tourism developers for economic development livelihood improvement. The development tourism not only strengthens the social identity educational value heritage， but also raises the employment rate living stards local residents. In essence， it coordinates balances the diverse needs multiple stakeholders， thus providing certain insights for constructing a more inclusive，diverse negotiation-oriented heritage governance model.
