Studyon the Pathof High-Quality Development forPublic Traditional Chinese Medicine Hospitals：a Case Studyof Shanghai/DONG Shengjie， SHAO Yanan， SHEN Xiaohong.//Chinese Health Quality Management，2025，32（4） ：37-41

Abstract ObjectiveTo investigate the current status of high一quality development in public traditional Chinese medicine（TCM） hospitals at the secondary level and above in Shanghai，identifyexisting issues，and propose development strategy.MethodsData was collcted through multiple channels using a previously established evaluation index system for high一qualitydevelopment of public TCMhospitals as the asessment tool. Comprehensive，dimensional，and consistency evaluations were conducted on 8 tertiary and 14 secondary public TCM hospitals in Shanghai.Results The overallaverage scores for high一quality development among tertiary and secondary public TCM hospitals were （49. （204号 5 1 ± 1 7 . 2 1 ）and（ ⋅ 4 9 . 5 3 ± 9 . 4 4 ），respectively. Across various dimensions，municipal tertiary public TCM hospitals scored higher thandistrict—level tertiary public TCM hospitals，and urban secondary public TCM hospitals scored higher in four dimensions compared to suburban secondary public TCM hospitals.The evaluation results were generally consistent with the actual situation of high-quality development in these hospitals.ConclusionThere is significant internalvariation in the high一qualitydevelopmentof tertiarypublic TCM hospitals，necesitating the implementationofa diffrentiated layout and collaborative development strategy.The high一quality development of secondary public TCM hospitals is uneven across regions，and efforts should focus on specializing inunique disciplines，addressing weaknesses， and stimulating new vitality for development.
