Abstract：Newuralsagesarethekeyendogenousforcetopromoteefectiveruralgovemanceandadvancethemodernizationof grassrotsgovernancesystemsandcapabilies.Basedonthetreedimensionalanalysisframeworkof“structure-proces-functio”， itisfoundtatinprosofralelites’participatioiuralgoveancetrearesructualprossadfuntioalactical problemssuchsblurredoanzatioalboundariesadibaancofhtsandresposibilitis，ystesuspesionandparticiatioe ciencydcline，elismtendencandlackofpublicnature.Therefore，itisecsarytomakeconcertedefortsfrotheedsios： exploringsystematiccoodinatiooflawsandempowerenthoughthelimitationofpoweradesponsibitylists，romotingerngineeringofnegotiationulesandprocessesandtheconstructionofdigitaltechologyplatfoms，andmovingtowardsthedual-drivenimprovemenofsupervisionsytmsandommunitycultivatiosostosteadilyancethepracticalefectivenessofnewuraloablspa ticipation in rural governance.
