Abstract：Intheapidlydevelopingdigialera，theulti-interestconflictsetweenpersonalinformationprotectionndifoation utlizationarebecominginceasinglyprominentChinahasendeavoredtostrikeabalancebetweentetwotroughaseriesoflegislations andpolicysystems，utitstilfacesmanyshrtcomings.Forinstance，thereareambiguousareasandvacumzonesinteprotectionof personalinforaiteapplicationofheifoedcosetmchanismisindiulty，tedataproertyrightsssteasoten established，andthebalaneoftereliefsystemstilleedstobefurterstrengend.Itisimperativetoadvanethonstructionfa systematicandfull-cyclepersonalinformationprotectionmechanism；optimizetheinforedconsentrulesandbuildadynamicbalance mechanism；promotetheconstructioofdatapropertyightssystemandincomedistributionmechanism；andehancethebalanceofinterests in the relief of personal information damage.
