公共服务生态系统视角下政务服务创新的影响因素及机制研究
——以西安市莲湖区为例

Abstract:Inthecurrenterawhendigitaltechnologyisaeleratingthereconstructionofsocialgoverancemodels,theiovation fciencyndgoveaneleveloftegoverentsrvicesctorhichisacoreomponentofpublicervices,havebecoeiporant yardsticksformeasuringthedegreeofmodernizationofnationalgovemanceTeiterativeupgradingofgovermentservicesntlydependsoninternalmanagementinnovatiowithinthegovemmentbutalsorequirestheconstructionofapublicserviceecosystemwiththe collaborativeparticipatioofultipletitsTspaprviesteistingitraureefinsteoeoftepublicrviceos tem,andbasedonthis,constructsapublicserviceecosystemmodelthatincludesmacro,mediumandmicrolevels.Takingthepractice of govermentservicereforandiovationinLianuDitrict,Xi’anasaneample,wewilldeeplyanalyzetekeyinfluencinactor of governmentsvieioationfrotepesectieoftepublicsrviceosstem,udingvalueeatiostitutioalizatifnw solutions,digitaltechnolog,andorganzatioaldyamicapablities.Onthisasis,mporantmechanisssuchasdyamicapability leapindrivingtheinovationofgovermentservices,digitaltechnologypenetrationandpublicvalueco-creationarefurtherexplored.
