公共服务生态系统视角下政务服务创新的影响因素及机制研究

——以西安市莲湖区为例

Abstract：Inthecurrenterawhendigitaltechnologyisaeleratingthereconstructionofsocialgoverancemodels，theiovation fciencyndgoveaneleveloftegoverentsrvicesctorhichisacoreomponentofpublicervices，havebecoeiporant yardsticksformeasuringthedegreeofmodernizationofnationalgovemanceTeiterativeupgradingofgovermentservicesntlydependsoninternalmanagementinnovatiowithinthegovemmentbutalsorequirestheconstructionofapublicserviceecosystemwiththe collaborativeparticipatioofultipletitsTspaprviesteistingitraureefinsteoeoftepublicrviceos tem，andbasedonthis，constructsapublicserviceecosystemmodelthatincludesmacro，mediumandmicrolevels.Takingthepractice of govermentservicereforandiovationinLianuDitrict，Xi’anasaneample，wewilldeeplyanalyzetekeyinfluencinactor of governmentsvieioationfrotepesectieoftepublicsrviceosstem，udingvalueeatiostitutioalizatifnw solutions，digitaltechnolog，andorganzatioaldyamicapablities.Onthisasis，mporantmechanisssuchasdyamicapability leapindrivingtheinovationofgovermentservices，digitaltechnologypenetrationandpublicvalueco-creationarefurtherexplored.
