Abstract：Cyberbullying hasbecomeapressingglobal social issue.Asanew formof illegalandcriminal behavior characterized by groupdynamics，bullying，and significant social harm，cyberbullying encompasses Various forms suchas doxing，onlinedefamation，cyber harassment，andonline provocation.Atthe leveloflegalaccountability establishingcausalityincaseswherecyberbullyingresults indeath isparticularlycomplex，oftenmanifestingasdiff iculties inprovingcausalrelationships.Moreover，thecurrentlegal framework inChinastrugles toeffectivelyaddress these practical challenges;existingcriminal charges failtofullyencompassthe behaviors involved in cyberbullying， and judicialpracticefaces multipleobstaclesinevidenceauthentication，offenseclasification，andsentencing.From theperspectiveof intemet ecosystem governance，this paper seeks to construct acomprehensive govermance framework that integrates technologicalotimization，content moderation，legalawarenessenancement，and multi-stakeholder co-governance.Thisapproachaims tobridge thegapbetween legal provisionsandreal-worldscenarios，improve the effectivenessofcyberbullying governance，and provide theoreticalsupport forlegalreformandpracticaladvancements.
