Abstract:Cyberbullying hasbecomeapressingglobal social issue.Asanew formof illegalandcriminal behavior characterized by groupdynamics,bullying,and significant social harm,cyberbullying encompasses Various forms suchas doxing,onlinedefamation,cyber harassment,andonline provocation.Atthe leveloflegalaccountability establishingcausalityincaseswherecyberbullyingresults indeath isparticularlycomplex,oftenmanifestingasdiff iculties inprovingcausalrelationships.Moreover,thecurrentlegal framework inChinastrugles toeffectivelyaddress these practical challenges;existingcriminal charges failtofullyencompassthe behaviors involved in cyberbullying, and judicialpracticefaces multipleobstaclesinevidenceauthentication,offenseclasification,andsentencing.From theperspectiveof intemet ecosystem governance,this paper seeks to construct acomprehensive govermance framework that integrates technologicalotimization,content moderation,legalawarenessenancement,and multi-stakeholder co-governance.Thisapproachaims tobridge thegapbetween legal provisionsandreal-worldscenarios,improve the effectivenessofcyberbullying governance,and provide theoreticalsupport forlegalreformandpracticaladvancements.
