Abstract：Amidthe globalecologicaltransitionfromthe“VUCAera”tothe“BANIera，intemationalcommunication platforms face challenges such as fragmented technical standards，the“third space”paradox and inadequate risk response mechanisms.Traditional “tool-effect”paradigms struggle to adapt to complex and dynamic communication ecosystems.This study，grounded inthe Technology-Organization-Environment （TOE） framework， conceptualizes platform resilience as a dynamic adaptive capacity shaped by synergistic interactions among technological，orgaizational，andevironmentalfactors.Itonstructsaclosed-loopmechanismof"technological defense-organizational response-environmentalbufering”（hyphenated for consistency incompound terms）.The findingsreveal thattechnologicalresilienceachieves flexiblenegotiationofdigital sovereigntythroughadaptive standard systems;organizationalresiliencedrives glocal govemanceviaculture-sensitivestrategies;and environmental resilience establishesadynamic risk response system via tiered adaptive mechanisms.The three-dimensional advancementoftechnologicalelasticityorganizationalflexibilityandenvironmentaladaptabilityofersinnoative pathways to address platform challenges and fosteran inclusive，sustainable international communication order.
