Research and Application of Pricing Mechanism of Marine Resources Anchored by Main Economic Marine Products

Abstract： This paper proposes a pricing mechanism for marine resources anchored to key economic marine products，encompassing theoretical foundations， pricing methods，and price adjustment mechanisms.This mechanism provides an effective tool for market-oriented allcation of marine resources in China，addressing challenges encountered in the current allocation processes.The study identifies that the value attributes of marine resources consist of intrinsic value and use value，with intrinsic value transmitting into use value，a fundamental basis for pricing marine resources. The price of marine resources should reflect the total value at a given time and clearly demonstrate the theoretical basis for the use value of marine resources.Based on the theoretical research，this paper establishes a pricing method that includes categories of economic marine products as anchors and pricing factors. Results indicate that the benchmark price for China's marine resources should be O.1O2lmillion CNY/hectare per year from 20l3 to 2017 and 0.141 5 million CNY/hectare per year from 2018 to 2O22. Compared with the minimum national charge standards for open-use marine areas，these prices represent increases of 104.2% and 182. 9% ， respectively. This discrepancy suggests insuficient transmission of the intrinsic value of marine resources into their use value，enhancing the external efects of marine ecosystems on the marine economy and reducing the usage benefits of marine resources.
