Abstract：With the intensification of global climate change and the increasing frequency of human marine activities，the marine ecosystem is facing unprecedented pressure. Marine ecological early warning and monitoring has become an important means to assess and prevent marine environmental risks. Marine ecological early warning and monitoring institutions，as technical forces，play an important role in marine ecological early warning，assisting marine management and scientific research，which are basic links to achieve comprehensive protection of marine ecology. The importance of basic institutions，as the first line of protecting marine ecology，is increasingly prominent. This article analyses the role and function of basic institutions，explores the opportunities and challenges faced by basic marine ecological warning and monitoring institutions under the current background， and proposes strategies and suggestions， aiming to improve the operational eficiency of basic institutions and provide strong support for the construction of marine ecological civilization.
