Abstract: After the First World War,during the cabinets of Hara Takashi and Shidehara Kijuro, Japan advocated a diplomatic policy of coordination with the USA under the Nine-Power Treaty. Before the September 18th Incident, the Japanese military actively propagated an aggressve policy and ideology against China, graduall influencing public opinion in Japan, deviating from the path of“coordinated diplomacy".After the incident,Japanese media fully became a mouthpiece of the military, distorting the facts of the incident and attempting to deceive international public opinion which,to some extent, was influenced by Japan’s narrative, emboldening its military to expand its invasion into China without restraint. With the introduction of the U.S. Stimson Doctrine, Japan-US disputes in the Far East gradually intensified, marking the eventual failure of Japan’s original diplomatic path of coordination with the USA.
